Het wegwerken van taalachterstanden op de basisschool is essentieel voor een betere aansluiting van onderwijs op de arbeidsmarkt. Wie met achterstand aan het voortgezet onderwijs begint, maakt een goede kans het daar ook niet te redden.

Volgens Sweder van Wijnbergen, hoogleraar aan de economie aan de Universiteit van Amsterdam, wordt het probleem van de schooluitval in Nederland zwaar onderschat. Een verplichte voorschool om taalachterstanden in te halen, kan soelaas bieden, aldus de vroegere topambtenaar.

Van Wijnbergen sprak maandag in Den Haag bij het afscheid van Jan van Zijl als voorzitter van de Raad voor Werk en Inkomen (RWI). Van Zijl wordt voorziter van de MBO-Raad, de koepel van het middelbaar beroepsonderwijs.

Maar met alleen vmbo of een onvoltooid mbo maak je niet veel kans.” Volgens Van Wijnbergen is schooluitval verreweg het voornaamste onderwijsprobleem. ,,Het zaagt aan de stoelpoten van de beschaving in Nederland.”

Van Zijl, die zes jaar voorzitter is geweest van de RWI, zei dat de politiek meer oog moet hebben voor de kwaliteit van de uitvoering van het beleid. ,,Teleurstelling over beleidsmaatregelen leiden meestal tot nieuwe beleidsmaatregelen. De burger verlangt dat stapelen van beleid niet. Die wil kwaliteit”, aldus Van Zijl.
